Voyager had an incredible potential for storytelling and lore-expanding, complex relationships with new species. ME:A is pretty much in the same position Voyager was in the Star Trek universe. We don't have a fleet of warships we can call upon to intimidate our enemies. If things go belly-up we can't call for support from our home planets. In ME:A, diplomatic, peaceful solutions are even more vital than they were in TNG.
